Mr. Thomas Gingell has extensive experience with the Homeland Security Exercise and Evaluation Program (HSEEP) training methodology, exercise planning, design, conduct and evaluation. With research experience in counterterrorism, counterinsurgency, conflict analysis, emergency management and homeland security, Mr. Gingell strives to create a safer, more equitable and prepared society. He has worked on a significant number of planning, training and exercise programs impacting multiple jurisdictions and agencies throughout the United States and abroad. Since joining Prestige Analytics, he has supported numerous exercises throughout the Southern California Region—with a focus on critical infrastructure resilience.
